Abstract
"North by East" piece on Harpswell fisherman Robert Anderson, who built a floating dumpster to help alleviate trash and debris left behind by boaters who visit the islands and waters of Casco Bay. Local fishermen, visiting yachters, and Baykeeper Joe Payne of the Friends of Casco Bay, hailed the idea as the perfect solution to an ongoing problem. But no one has offered to buy one of the floating garbage bins or help underwrite the costs for installing them. Anderson, who spent close to $1,000 of his own money for the first waste container, says he can't afford to build any others or maintain the one he already has.
