Abstract

"North by East" piece on the November referendum to decide whether the state should require adults to fasten their seat belts in cars. Richard Perkins, director of the state Bureau of Highway Safety, said that with most people, it is a freedom-of-choice issue. Because of Maine's lack of a seat-belt law, the federal Department of Transportation diverted $793,000 in federal highway money that would have gone to road construction to the Bureau of Highway Safety for safety education programs.
