Abstract

"The Talk of Maine" piece on whether a promise by Gov. John Baldacci and the Maine Legislature to make property tax reform a priority will result in action. Lawmakers were jolted by two tax-related referendums last year. National experts judge Maine's tax system as one of the most complex in the country, and the state is the most highly taxed in the nation. Tennessee economist Matthew Murray says that granting local communities another taxing authority can help with high property taxes. State senator Dennis Damon (D-Tremont) notes that term limits make it difficult for legislators to educate themselves on complex issues like taxation.
