    Abstract

    "North by East" piece on a bill sponsored by Portland Democratic representative Herb Adams that requires vessels carrying at least 250 overnight passengers to meet the same discharge standards as onshore sewage-treatment facilities. Older vessels will have to upgrade to comply with a law that is far more stringent than the 1970s-era federal Clean Water Act. Alaska and Maine are the only two states that regulate wastewater discharges, and Maine's law goes even further than Alaska's law.
