"North by East." The University of Maine will give full-tuition scholarships to the valedictorians and salutorians of all 139 Maine high schools. The scholarships respond to complaints for many years that Maine is losing its best and brightest to colleges out of state, and the scholarships are already increasing the number of quality students.
