Abstract
Since the 1997 opening of the Coastal Connector near Topsham, the town has transformed from a rural community into a retail and service destination, as planners work to retain the community's closeness. Besides the restored Great Bowdoin Mill, a new public library, a municipal campus, and the expanded Topsham Fair Mall; the Highlands and Highland Green development has made Topsham one of New England's top retirement destinations. The Coastal Connector has been a success, diverting thousands of cars daily from downtown Brunswick and Topsham. Compromise with the Highlands developer allowed for the creation of the Cathance River Nature Preserve.
