Abstract

Despite a significant membership decline in Maine's largest union, the Maine Education Association, state union leaders are optimistic about growth of pro-union sentiment in the state and nationwide. Outsourcing and the difficulties of organizing farm workers and very small businesses are obstacles in Maine, but the state has a long tradition of labor organizing and has defeated right-to-work legislation several times. 5-10 percent of Maine's labor force is unionized.
