Abstract
"Focus on Greater Portland" piece on Portland's decaying Bayside neighborhood, which the city hopes to transform, in part by establishing the Bayside Development District to access federal funds. "A Vision for Bayside" plan was written into the city's 2000 comprehensive plan, and the city council plans to use the power of eminent domain if necessary. The first component of the plan is called Bayside Business and Technology Park. Other components include the Train Station Redevelopment Area, the Public Works Redevelopment Area, and the Post Office Redevelopment Area. One sticking point will be relocating two metal scrap yards. One company is willing to move, while the other, E. Perry Iron & Metal, promises a legal battle if the power of eminent domain is used.
