Abstract
"Capitol Update" piece reporting on: the unlikelihood of any signficant tax reform during this session of the legislature, in which Republicans see tax reform as lower taxes and Democrats see tax reform as making taxes fairer; a proposal by Sen. Ethan Strimling, D-Portland, and Rep. Arthur Lerman, D-Augusta, proposing a sales tax on advertising in order to raise about $30 million that would be used to mitigate budget cuts affecting Medicaid and higher education; and attempts by the insurance industry in Maine to obtain exclusions on the policies, including homeowners insurance, from covering terrorist attacks.
