Abstract

"Capitol Letter" piece on "genie" bills sent to the Legislature, bills that are rushed to meet a deadline. Sometimes no one, including the bill's sponsor, shows up to testify at a public hearing in support of the bill. One such "bad idea" is regulating the price of cable service. Often people think the Legislature can do more than it actually can.
