Abstract
"From the Ground Up" piece on the unfairness of Gov. John Baldacci's advocacy for project labor agreements (PLAs) on private projects. PLAs skew the bidding process in favor of unions, which represent only 6 percent of Maine contractors. In a tight construction market, non-union workers command competitive wages, and PLAs don't necessarily mean better wages or benefits for workers. PLAs can also favor out-of-state businesses over local ones.
