Abstract
The state Department of Environmental Protection is proposing new rules for the burning of construction and demolition wood (CDW) as rising energy costs make the source more attractive to companies. Sappi Fine Paper wants to burn CDW at its Westbrook mill, saying it is a matter of economic survival. Companies say the rules are too stringent, but environmentalists insist they are too lax. Maine and New York are the only northeast states where CDW is burned as a fuel source. Opponents vow to challenge permit applications and will attempt to pass municipal moratoriums on the burning of CDW.
