Abstract
"Focus on Human Resources" piece on an attempt by some local police unions to negotiate a buy-back into a defined benefit pension plan offered by the Maine State Retirement System (MSRS) for law enforcement employees. Public-sector employers are moving toward private, 401(k)-type pension plans, and 25 Maine municipalities, counties, and government agencies have withdrawn from membership in the MSRS. Many withdrew when the stock market was booming. Buying back into the plan is expensive, but some say it is necessary to attract qualified employees. Westbrook bought back into the MSRS plan for its police union; but Cape Elizabeth, Falmouth, and Windham are balking at the expense.
