Abstract

Maine's Indian tribes' failed economic development ventures include an audiotape company, a moccasin company, and an attempt to legalize casino gambling. The Passamaquoddy Tribe is now pushing for a liquefied natural gas terminal on Passamaquoddy Bay, while the Penobscot are focusing on several smaller ventures. The Houlton Band of Maliseet are working toward a biodiesel plant, and the Aroostook Band of Micmacs are weighing a mail-order pharmaceutical business. The Legislature recently rejected funding for each tribe's economic development efforts, including Penobscot Indian Nation Enterprises (PINE).
