Abstract
"Capitol Update" piece on the disagreement between Sen. Olympia Snowe, R-Maine, and Rep. Tom Allen, D-Maine, over what Congress should do to help small employers provide health care coverage. Snowe has introduced legislation that includes provisions to encourage what are called health association plans. But Allen said health association plans would not do much to help the problem. Instead, Allen's Small Business Health Plans Act would establish a health benefits program for employers with 50 or fewer employees, overseen by the Secretary of Labor. Details.
