Abstract
"Focus on Building & Real Estate" piece on a new bill that triples the setback requirement from shorebird habitat--a bill that has outraged waterfront property owners. The anger is hottest in Washington County, where nearly 18% of the coast is affected. Supporters of the rules say they are flexible enough to allow a home on nearly every coastal lot and they provide necessary protection for migratory water birds whose numbers are diminishing, in part because of coastal development. When the bill passed almost unanimously, it raised no red flags among legislators. Opponents are organizing to overturn the rule, and legislators might vote to revisit it.
