Abstract

"From the Ground Up" piece on the state's aging infrastructure and the Maine Department of Transportation's $2.2 billion shortfall over the next decade for needed infrastructure work. Of Maine's 2,380 bridges, 34 percent show significant deterioration or fall below current design standards, and 14 percent are deemed "structurally deficient." Likewise, the Portland Water District estimates it will need $100 million in the next 20 years to upgrade aging pipes and another $85 million to stay even with demand. Underinvestment plagues every facet of the infrastructure, including public buildings.
