    Abstract

    "Business Maine: Southern" piece reporting that the Saco City Council has been advised to let a judge determine the validity of a controversial contract between Saco and a local developer who wants to build a large marina in Saco Bay. Bill Danton, who received a city permit to build an off-shore marina last September, had to halt progress after the state attorney general said the submerged lands actually belong to the state. The Saco City Council had granted Danton's request to lease 330 acres of water in the bay for 100 years in exchange for a portion of the marina's revenue. Old Orchard Beach officials complained that Saco should not be allowed to control waters critical to their town's economy. To help settle the dispute, the state Legislature passed an 18-month moratorium on development in Saco Bay.
