Abstract

"Capitol Update" piece about legislation submitted by State Treasurer Bruce Poliquin to expand his role in fiscal oversight and to require more voter approval of state debt. His proposal states that voters must approve all bonds issued by state-created agencies unless exempted by the Legislature. Lawmakers have raised concerns that multiple elections would be needed to send bonds for voter approval and that this legislation would undermine the authority of boards by giving control to the state treasurer.
