Abstract

"Capitol Update" piece on lawmakers' worries about "zappers", specialized computer programs that help users alter sales records by underreporting sales prices after transactions have been completed so they can pocket the difference in sales taxes. According to an expert, Richard Ainsworth, Maine could be losing as much as $81 million in sales tax every year due to zappers.
