Abstract

Hallowell's Water Street centers around a three-quarter-mile retail district comprising shops, eateries, and independent businesses. The city of approximately 2,600 is less than 3 miles south of Augusta. The small city is amidst a housing shortage, particularly rental housing. Along with taking on its own housing crisis, Hallowell is planning a purification system for its drinking water, which is endangered by PFAS.
