Abstract

Framing his question in the context of the peace activists who protested Bath Iron Works' building of warships, the author wonders why BIW cannot build civilian ships in a market dominated by foreign companies. France has been able to build high-end cruise ships in a mouldering shipyard, despite Italy's dominance of that market. Charles Colgan, former Maine state economist, addresses the question.
