Abstract

Robert Browne spent 20 months in prison for a 1991 conviction for molesting two young boys, and is now accused of having committed the same crimes with two other young boys. Browne received no counseling for his problem either while in prison or after his release, which some experts believe guaranteed that he would strike again. State budget cuts have left only one state facility with a treatment program for sex offenders, and while treatment does not promise a cure it does reduce the risk of repeat offenses. Details.
