Abstract

Timothy Victor of Jonesport plans to contest a proposed fine against him by the U.S. Occupational Safety and Health Administration for $9,750 for the October 16 death of Matthew Rice, a sea urchin diver. Jones maintains that such divers work as contractors, not as employees. OSHA regards the divers as employees of the boat owners.
