Abstract

A federal Environmental Protection Agency inquiry into potential wrongdoing by the Maine Department of Transportation and its consultants at the proposed Sears Island cargo port site was blocked by former U.S. Attorney Richard S. Cohen after members of Maine's congressional delegation complained about delays in the project. An environmental impact statement prepared by Normandeau Associates for MDOT asserted there were virtually no freshwater wetlands on Sears Island, when in fact there are more than 200 acres of wetlands on the island.
