Abstract

The S. D. Warren Co. paper mill in Westbrook is expected to lay off as many as 700 employees during the next year, nearly half the current workforce, which would have a direct impact of $21 million in lost wages. Secondary losses in the Greater Portland area would total an additional $13 million, and a sharp decrease in the mill's value would devastate the city of Westbrook, which generates 32 percent of its property taxes from the papermaker.
