Abstract

Portland city manager Robert Ganley has proposed that city taxpayers receive separate bills for city and county taxes, instead of including the county tax bill in the municipal bill sent to property owners. Ganley feels that requiring taxpayers to pay taxes directly to the county would force county officials to be more accountable. Details.
