Abstract

Maine's judicial branch has requested almost $5 million in emergency funds, but Gov. McKernan says the state doesn't have the money to satisfy the request. If no compromise is reached, a consitutional confrontation could be triggered over the issue of whether the legislative and executive branches can control the spending of an independent branch of government.
