Abstract
In the past, the governor-appointed state Liquor Commission has heard liquor license appeals, but budget cuts are doing away with the commission and appeals are now being considered by the Bureau of Liquor Enforcement. Portland officials believe that their efforts to regulate bars in the city are more likely to succeed under the new arrangement, since the Bureau of Liquor Enforcement will probably side with communities in penalizing bars that violate the liquor laws.
