Former Maine State Prison Warden Paul Vestal, who now serves as executive director of Maine Advocacy Services, this week wrote a letter to Gov. McKernan and the Legislature's Corrections Committee criticizing what he calls the inappropriate use of the new maximum security prison in South Warren.
