Abstract

Federal opposition to Gov. McKernan's plans for privatizing the Maine Youth Center has left the center with a decimated budget, forcing it to eliminate staff, slash programs and close some housing units. The situation has triggered criticism of McKernan for having proposed what many see as an ill-conceived plan, the outcome of which is now adversely affecting the state's young criminal offenders.
