Abstract

Emergency budget requests from state agencies for the last six months of fiscal year 1994 and all of fiscal year 1995 total almost $40 million. Although the state had a $19 million surplus for the 1993 fiscal year and the first four months of 1994, budget officials say that not all of that money will be available for emergency spending needs. All state agencies were invited to submit emergency spending needs and proposals to offset those needs, but most departments identified their needs without addressing potential savings.
