Abstract

The Portland City Council, voting 7-2, passed a $154.7 million municipal budget that won't raise taxes during the 1993-94 fiscal year. A spending increase of 2.4 percent and 5 percent raises negotiated by municipal unions are to be covered by non-tax revenues.
