Abstract

Only 66 workers at the Portsmouth Naval Shipyard have applied for early-retirement incentives, increasing the likelihood that hundreds more will be laid off. Navy officials earlier this month gave the shipyard authority to cut the workforce by 940, which would bring the number of employees to 4,100.
