Joseph E. Brennan, Democratic candidate for governor, on Tuesday outlined a proposal under which the Maine House of Representatives would be eliminated and the Maine Senate would be expanded to 93 members. Brennan said the move would save $1.5 million in salaries and would be a significant step toward eliminating gridlock in Augusta. Details.
