Patrick K. McGowan, 37, of Canaan, a former state legislator who twice ran for the U.S. House of Representatives, on Monday started his new position as head of the federal Small Business Administration's New England office. The position, which pays $86,000 annually, is responsible for seven field offices and a total loan portfolio of over $1 billion.
