Abstract

Voters will consider a $6 million port-improvement bond issue on November 3, the bulk of which would go to Portland and Eastport. The port improvements would create jobs and allow companies to be more competitive in the global marketplace. Critics maintain, however, that the bond money would be inequitably distributed.
