Abstract

The National Commission for the Renewal of American Democracy, or Project Democracy as it is known, this month published the Portland Agenda, a report detailing the first phase of its study on the revitalization of the American system of government. The report is named for the Maine city where is was developed, and focuses on identifying the sources of dissatisfaction with government and on ways to make government more responsive.
