Abstract

Sewer district trustees in Scarborough are allowing Rocco Risbara III, president of Risbara Bros. of Scarborough, to pay a $5,084 sewer-extension fee, levied on his Fogg Road subdivision, in installments. Policies for the district say the fee is to be paid in full before a sewer extension permit is issued, prompting some observers to claim treatment given the developer is unfair. Details.
