Abstract

Gov McKernan, in yesterday's State of the State address to the Legislature, proposed a 20 percent decrease in state income taxes that would be instituted starting in 1996 and in place by the year 2000 -- The tax cut plan, which would affect only personal income taxes, would essentially freeze income tax collections at $611 million annually, with income tax revenues over that figure being the amount that taxes would be cut in any given year -- Details, related article
