The federal Internal Revenue Service is planning on targeting Maine fishermen, construction workers and day-care workers as part of this year's audit program, part of a national effort on the part of the IRS to identify and establish guidelines for particular markets -- The IRS has determined that as many as 2,189 of the 9,161 Mainers with commercial fishing license don't file income tax forms with the federal government, a non-compliance rate of 238 percent -- Details
