Abstract

An investigation conducted by the staff of US senator William S Cohen has found that hundreds of millions of dollars in federal money meant to help drug addicts and alcoholics is actually used by them to support their habits The blame is attributed to lax supervision on the part of the Social Security Administration that administers the two programs involved and to liberal federal laws -- In Maine, approximately 15,000 drug abusers and alcoholics receive about $200 million from the two programs, and what they do with the money essentially goes unmonitored
