Abstract

Portland lawyer Robert Hirshorn, chairman of the American Bar Association's Committee on Lawyer's Public Service Responsibility, saw his idea of 50 hours of free legal work to the poor per lawyer each year adopted into the ABA's rules of professional conduct. The rule has no enforcement mechanism.
