Abstract
The state Board of Environmental Protection yesterday overturned licenses held by the Portland Water District and the city of South Portland that allowed them to spread sludge on Waldo County farm land -- The board ruled that the water district and the city failed to notify abutting landowners about the sludge being spread -- One observer predicted that the two parties would quickly resubmit their applications
