Gov McKernan's Project Opportunity plan would expand the ASPIRE training program for welfare recipients and require everyone who receives Aid to Families with Dependent Children to work or train at least 20 hours each week if opportunities are available -- Some employers in the state have indicated they might participate in the program, while others said an applicant's work experience was more important than the relatively small cash stipend that an employer would receive if he or she hired a welfare recipient -- Details
