Portland has added two new parking enforcement officers to the downtown area in an effort to aggresively enforce new parking rules designed to keep metered spots open for shoppers -- The city has also doubled the basic fine for parking violations to $10, but at the same time has adopted a policy of forgiving one ticket every three months and has increased the time available at a meter to two hours -- Details
