Strict federal fishing laws that took effect yesterday are designed to restore dwindling stocks of groundfish in the waters off New England, and are expected to affect as many as 12,500 fishermen and 50,000 workers in associated industries -- Many Maine fishermen are exempt from the regulations because their boats are less than 45 feet in length -- The state's congressional delegation has asked US Secretary of Commerce Ron Brown to make sure that aid to fishermen and coastal communities is distributed fairly -- Details
