Acadia Insurance Co, a two-year-old firm established by Richard A Sawyer and Richard B Cote, is negotiating to buy a 28-acre property on outer Congress Street in Westbrook, where the now defunct Maine National Bank had begun contruction in 1988 of a $15 million headquarters -- Acadia officials hope to talk with Westbrook officials about setting up a tax increment financing plan for their project
