Gov. John McKernan filed 48 governor's bills during the 1993 session, including 23 bills that were introduced after April 30, two-thirds of the way through the session. This year, one-third of McKernan's initiatives were not submitted until less than a month before the targeted adjournment date for the Legislature, and the governor's critics say there is a pattern in his tardiness.
