Paul and Caroline Cyr of Falmouth, owners of Hair Designers III at 400 Western Avenue, near the Maine Mall in South Portland, are seeking permission from the South Portland City Council to live on the second floor above their business. Current zoning laws are designed to segregate the mall area from residential areas.
